Yes, in the wild blue tongue skinks can drop their tails as a defense mechanism against a predator that may be attempting to grab ahold of them, allowing the skink to escape to freedom.
They may do this in captivity but only in extreme situations, if your skink does this then it is a sign that they have become very distressed in order to want to do this which is not good for their health and you should take steps in order to try and make your pet more comfortable.
They can regrow their tails but often the tail will not grow back fully and it will be obvious that the skink has lost their tail at some point. You should never grab your pet skink by their tail, or they may drop it out of panic.
